Leading Community-Based Adult Literacy Programs
Before stepping into her role as Executive Director of the Delaware County Literacy Council (DCLC), Colleen Duran completed the Executive Master of Public Administration (EMPA) program at Rutgers-Camden. During her time in the program, she was named a Coverdell Fellow, a distinction awarded to returned Peace Corps volunteers that covers full tuition and fees for EMPA students and recognizes a demonstrated commitment to public service.
Graduate Study as Preparation for Executive Leadership
Originally from Pittsburgh, Duran began her career in elementary education, where she developed a strong foundation in teaching and community engagement. Her interest in public service soon led her to AmeriCorps, where she worked as a literacy tutor, deepening her focus on access to education. That commitment continued through a two-year Peace Corps assignment in Moldova, where she worked in Eastern Europe on community-based initiatives.
Following her service abroad, Duran joined Association Headquarters, an organization that supports nonprofit organizations in advancing their missions. Over time, she took on increasing leadership responsibilities within the nonprofit sector, serving in roles such as Interim Executive Director, Chief Operating Officer, and Director of Education.
Directing Literacy Programs That Serve Adults
As Executive Director of the Delaware County Literacy Council, Duran oversees a wide range of tutoring programs designed to strengthen adult literacy and numeracy skills, build financial literacy, and expand access to online health resources. Her work centers on helping adults in Delaware County, Pennsylvania, gain the skills they need to succeed professionally and participate fully in their communities.
