If you completed your secondary education in a country where English is not the primary language, English proficiency exams are a necessary requirement. Required Credentials for International Applicants

Regardless of U.S. residency status, an English proficiency examination is required of all students whose secondary schooling has been outside the U.S. in a country where English is not the principal language. Score reports must be from tests taken within the past two years and submitted directly to us from the testing service.

Acceptable English Proficiency Tests

Rutgers accepts several standardized tests to determine the English proficiency of its international applicants, with the full list available below.
