
Teaching English as a Second Language (Certificate)
Welcome to the English as a Second Language (ESL) Certificate Program at Rutgers University–Camden. This 15-credit program prepares educators to teach English as a Second Language in New Jersey public schools. Whether you’re looking to broaden your impact or deepen your skills, this program equips you to support multilingual learners in a variety of educational settings.

The Teacher of English as a Second Language certificate develops your ability to assess and teach second language learners across speaking, listening, reading, and writing. Candidates must hold, or be in the process of obtaining, a New Jersey instructional certificate to be eligible for the ESL endorsement. You’ll examine the principles of second language acquisition, learn how to evaluate and use English language teaching materials, and explore how languages function historically, socially, and culturally.
Coursework includes linguistics, developmental literacy, instructional methods, and the structure of American English. You’ll create engaging, culturally responsive learning environments while gaining in-depth knowledge of how English is structured and used in context. Each course aligns with the New Jersey Professional Standards for Teachers (NJPST) and supports your growth as an educator of multilingual learners.
By the end of the program, you’ll be prepared to assess and instruct multilingual learners with confidence, using research-based strategies across all domains of language. You’ll be able to evaluate and create effective teaching materials, develop students’ literacy skills, and apply a deep understanding of how English functions in educational settings. You’ll demonstrate your readiness for the ESL endorsement by achieving a rating of “Advanced Low” or higher on both the Oral Proficiency Interview (OPI) and the Writing Proficiency Test (WPT). Candidates who pass the Department-approved basic skills test are exempt from the WPT requirement.

LINGUISTICS (56:300:570)
A study of language and cultures, including techniques for analyzing linguistic structures. This course will also examine sociolinguistics and writing systems.(NJPST 4 & 5)
SECOND LANGUAGE ACQUISITION (56:300:571)
This course focuses on the principles of second language learning and will explore the major themes and theories in second language acquisition and the learning impact in a classroom setting. Students will gain a more accurate perspective of the complexity of factors that shape language. (NJPST 1, 2, 6, 7, 8)
DEVELOPMENTAL LITERACY FOR MULTILINGUAL LEARNERS (56:300:572)
This course explores reading, writing, and language development in multilingual learners across grade levels. Students examine program models—such as immersion, transitional bilingual, and ESL—and design culturally responsive literacy environments to meet diverse language needs. (NJPST 1, 2, 3, 7, 8)
METHODS & THEORY OF TEACHING MULTILINGUAL LEARNERS (56:300:573)
This course explores the historical foundations of Bilingual and ESL education and examines current research on effective pedagogical strategies for teaching Multilingual Learners. Students will also study theoretical and applied methods for selecting appropriate instructional materials. (NJPST 3, 4, 5, 6, 7, 8, 9, 10, 11)
LANGUAGE & LITERACY IN SPECIAL EDUCATION (56:300:574)
A study of modern American English which will analyze grammar, including phonetics, morphology, syntax, and semantics. (NJPST 4 & 5)
